Thisisahistoricoccasion。AndIamarticularlyleasedtoseethatChairmanDengXiaoingisabletoberesent。TheJointDeclarationontheFutureofHongKong，whichwehavejustsignedonbehalfofourtwogovernments，isalandmarkinthelifeoftheterritory，inthecourseofAnglo-Chineserelations，andinthehistoryofinternationaldilomacy。TheAgreementestablishesafirmbasisforconfidenceinHongKongafter1997andbeyond，andforitscontinuedstability，roserityandgrowth。

IrememberwithleasuremylastvisittoChinainSetember1982andmydiscussionswithChineseleaders。AtmymeetingwithChairmanDengXiaoingonthatoccasion，weagreedtooentalksonthefutureofHongKong。Ourcommonaimwastomaintaintheterritory’sstabilityandroserity。ItisinasiritofrideandofotimismaboutthefuturethatInowreturntosigntheagreement，whichistheresultofthosetalks。

Ithinkyouwillagreethatthenegotiationswerenotalwayseasy。Atcertainointsthereweredifficultdecisionstobemadeonbothsides。Thereweremomentsoftension。Toovercomethesedifficultiesweneededtodrawonasharedfundofgoodwill；onfriendshi；andonacommoncommitmenttoHongKong’sfuture。Thiswaswhatmadesuccessossible。Ishouldliketoaytributetothededicationofthetwonegotiatingteamsandalltheirsu-ortingstaff。Itisthankstotheimaginationandresourcewhichtheyshowedthatwecansignanagreementtoday。

TheAgreementfullymeetstheoliticalrequirementsofBritainandChina，aswellastheinterestsoftheHongKongeole。Itrovidestheframeworkinwhich，asaSecialAdministrativeRegionofthePeole’sReublicofChina，HongKongwillmaintainitseconomicsystemandwayoflifefor50yearsafterthefirstofJuly1997。

ItgivesHongKongahighdegreeofautonomy：HongKongeolewilladministerHongKongandtheSecialAdministrativeRegionwillassitsownlegislation。ItallowsHongKongtocontinuetodecideitsowneconomic，financialandtradeoliciesandtoarticiateasaroriateininternationalorganizationsandagreements。ItreservesHongKong’sfamiliarlegalsystemandtherightsandfreedomsenjoyedthere。Inshort，itrovidestheassurancesforthefuturewhichHongKongneeds，inordertocontinuetolayitsuniqueroleintheworldasatradingandfinancialcenter。

Thenegotiationitselfhasbroughtourcountriesclosertogether。Ithasincreasedourmutualunderstanding，resectandtrust。Iamconvincedthatasweworktogetherinthefutureweshallbelayingthefoundationforanevencloseranddeeerrelationshi。ThatisgoodforBritain，goodforChinaandgoodfortheworld。AboveallitisgoodfortheeoleofHongKong。

WearerivilegedtodaytotakeartwithourChinesefriendsintheuniqueoccasion。Thecircumstancesareunique，theAgreementisunique。Itisrightthatweshouldfeelasenseofhistory，ofrideandofconfidenceinthefuture。

协议完全切合中英两国的政治需要和香港人民的利益。这一协议提出了中华人民共和国特别行政区的政治构想，自1997年7月1日后的50年里，香港原有的经济体系和生活方式将维持不变。

“港人治港，特别行政区自主立法，它允许香港继续制定自己的经济、金融和贸易政策，并且合法地参与国际组织和协会。此协议保留了香港原有的法律体系，维护了人们享有的权利与自由。简而言之，此协议为使香港作为一个世界贸易和金融中心继续发挥其独特作用，为香港未来的发展提供了必需的保证。

谈判的过程使我们两国的关系更加密切，我们相互之间的理解、尊重与信赖也随之加强。我深信，随着我们在未来的合作进程，我们一定能建立更为亲密、更为深厚的友谊基础。这既有益于英国，也有益于中国，更有益于全世界。最重要的是，有益于香港人民。

在这样一个特殊的时刻，今天我们荣幸地能与中国朋友们站在一起。境况是独特的，协议也是独特的。的确，我们应有一种历史感，一种自豪感，一种对未来的自信感。
